A ceremony has been scheduled next week at Fort McHenry to honor a Maryland soldier killed in Iraq while trying to complete an application for U.S. citizenship. Maryland Sen. Barbara Mikulski and Rep. Elijah Cummings said they will attend a ceremony Tuesday to mark the passing of Kendell Frederick and the creation of the Kendell Frederick Citizenship Act. Frederick, of Randallstown, was a 21-year-old native of Trinidad who had been living in the United States since 1999. He died when a bomb exploded by a road near Tikrit while he was riding in a convoy to provide fingerprints needed for his citizenship application in October 2005.
The new law will direct the Department of Homeland Security to use fingerprints taken by the Defense Department at induction for citizenship applications.
